Maybe it's possible for us to come up with a social contract under which we collectively pretend that floods like the last one just didn't happen? It feels like a lot of us enjoy each others suffering in a way that is inevitably going to come back around and make our lives uncomfortable at a later date.

Considering that half of the Time Lords here are me, they won't. I don't see any reason why Omega or Rassilon would want to do something like this-they're not big on humanity. I trust Brax, he wouldn't do this. I don't trust Narvin, but after his little stint with Una, I assume he'll be treading carefully. This isn't exactly careful.

Yes, his skin probably would feel like plastic. He also might have a sort of sheen on his skin. As for hypnosis, I know a little bit about hypnosis. I could try to unhypnotize him if he's hypnotized.
