Filtered to the resistance/the refugees

I was wrong.
I don't know if you can call this a flood, I don't know for certain if they can be trusted, but god knows the world they talk about... It's better than this. It has to be better than this. There is a light out there in the darkness, a place where we do more than hide in the shadows, a place where change means--
Where it means what we want it to mean, and not what they make of it.
Brothers, Sisters, they are saying that this is our last best chance for change, that we could take this boat inch by inch. Well, If it's to be our last best chance then let that be because we take more than an inch this time! Let us take it all!
Brothers, Sisters, stand with me, and fight now!
The last time we tried this, we tasted their strength and we found our own weaknesses, so this time we go into it prepared and we don't crack under the pressure! We only need the items assigned to those of us who move first, by the time the rest find out, it'll be too late for their items to warn them.
My recommendation is that we do this in four steps:
Plan of action.
1) We take their items. Wherever possible, we get our wardens items. We need at least enough of us to have our wardens items to make preemptive strikes against certain people without revealing ourselves, If your warden's too dangerous or if there's no stealthy way to do it? We don't take the risk.
2) We take their weapons. If we're going to do this, then it would be really nice to get a little firepower into our hands beforehand. Again, no unneccessary risks, we only take what we can get without showing them our hand.
3) We divide into two groups:
a. Those of us who have our items move to take out high risk wardens before the main offensive, with luck, we'll have our biggest threats broken down and suffering from the death toll when we make our move. To those of us taking this step, I can not stress strongly enough that we have to keep the bodies. When they wake up, they wake up where we can keep them sedated and imprisoned.
b. Those us us who don't have our items move in groups to clear out the kitchen, get as much food as we can out of there and relocated to the infirmary. If we have control over the food and medical supplies then when they're down they're staying down
4) We make our move. Post a call to arms to all inmates and all refugees to come and fortify the infirmary, and from there we fight. We draw the line there, but if they won't come to us? We bring the fight to them. We can't afford to let this drag out until after the flood ends, this time? We have to take the offensive.
High Risk Targets
The following, are high risk targets who we should take out during step three. Uh I've been a little... distant, from those affected by the flood, so if there are people on this list who are on our side or if there are any others who I've ommitted, then please, now is not the time to be polite about my failings.
Anyone who can get hold of their wardens item and who's willing to be part of the avant-garde to go after them, let me know. As it stands, our priority targets are the following:
Rayne, Angelus, The Doctor (Fourth), Peter Petrelli, Dr. Tom Jackman/Mr. Hyde, Kahlan Amnell,
Merlin, Michael, Selene.
Anyone with questions, comments, suggestions or objections should make them now, because once we're in this, we're in it.

[ooc: Apologies in advance for the tl;dr, but PREFECT IS PLANNING SOME SHINY NEW OVERTHROW OF THE POWER! I'll put up an ooc plotting thread for people to hash out who's actually interested in taking part (because I don't want to force Prefects list of high risk targets into this plot if they're not interested in it, especially since this is thematically close as all fuck to the original riot, so yeah, plotting thread to see how many people want to play etc) but yeah, if people are interested? VIVA LA REVOLUTION!]

Don't misunderstand me, as a place to hide and prepare, it is perfect, but as a place to fight this battle, it leaves us vulnerable.

Yes. Before I came here. I was involved with taking hold of a ship from the other reality. The database led me to attempt mutiny there.
