More or less, yes. When I was growing up, the Party, as you put it, was chiefly run by the Russians and Chinese, hence the connection. But in my experience, the Russians are more likely to use the English "comrade" in conversation -- or, of course, the Russian "tovarishch" -- while the Chinese have generally preferred the Mandarin "tóng zhì."
